Gazprom Neft Develops Effective Shelf Technologies

Gazprom Neft Deputy CEO for Offshore Projects Development Andrey Patrushev told the RAO/CIS Offshore conference about the steps necessary for effective industrial development of the Arctic.

He said that the unique character of the Russian Arctic shelf and its attractiveness for possible investors lie in its vast resource potential. The world shelf already contributes about 30% of hydrocarbons to international output. However, development of the Arctic deposits, for instance, in the Pechora Sea, is challenging because of climatic, geographic and geological factors: a significant occurrence depth of productive sediments аs well as harsh ice conditions. It has a significant influence on economic effectiveness of the process. Russia’s current taxation system does not ensure coverage of development and construction costs making shelf development uneconomic and undermining potential investors’ interest.

According to Andrey Patrushev, improvements in the state support system and adjustment of the taxation system will make new deposits more attractive for investors and give momentum to active development of the shelf. All these will help companies intensify shelf development, create economic incentives to attract potential partners and will aid application of innovative technological solutions, whose launch is the driver for development of related industries.

The company already invests a lot in the development of Russian technologies for its current and prospective projects. This year, Russia-made sea-floor station CRAB made 3D seismic survey in the Sea of Okhotsk for the first time in the history of the country’s oil industry. This innovative solution is the result of three-year joint work of Gazprom Neft, the Ministry of Industry and Trade of Russia and companies Marine Arctic Geological Expedition and Marine Technical Center.

“One of the key factors of successful work on the shelf is technological development,” says Andrey Patrushev. “We believe that Russia has a research and development potential sufficient for giving momentum for the local industry growth, creation of shelf exploration and production technologies, which would be competitive on the international market. It may ensure our technological leadership in the industry in the long term.”
